European parliament resolution on Uzbekistan

The European Parliament,

-  having regard to previous resolutions on the Central Asia Republics and Uzbekistan with regard, in particular, to its resolution of 9 June 2005,

-  having regard to its resolution on "Human Rights in the world and EU's policy" of 28 April 2005,

-  having regard to its resolution on "Human Rights (Geneva 14 March to 22 April 2005)" of 24 February 2005,

-  having regard to the Partnership and Cooperation Agreement between the European Communities and their Member States, of the one part, and the Republic of Uzbekistan, of the other part, which entered into force on 1 July 1999,

-  having regard to the conclusions of the Council of General Affairs and External Relations of 18 July and 3 October 2005,

-  having regard to the Commission’s Central Asia Strategy Paper 2002-2006,

-  having regard to Rule 115(5) of its Rules of Procedure,

A.  étant donné le refus manifeste du gouvernement d'Ouzbékistan d'autoriser une enquête indépendante sur les "événements" qui se sont déroulés à Andijan en mai 2005 où un nombre indéterminé de civils, plusieurs centaines selon certains témoignages, ont été tués par armes à feu, et un nombre encore plus important, blessés, par les "forces de sécurité gouvernementales",

B.  whereas fifteen men are at present on trial in Tashkent, accused of trying to overthrow the government and establish an Islamic state while leading the armed unrest in Andijan,

C.  whereas international human rights organisations have denounced the arrest of thousands of people in order to cover up the truth that people in detention are at serious risk of being subjected to torture and other ill-treatment and that many have been charged with capital offences and risk being sentenced to death following an unfair trial,

D.  whereas most independent local journalists and human rights defenders are being intimidated by the security services or have been driven out of the country,

E.  whereas the Uzbek authorities decided to postpone the 6th EU-Uzbekistan Parliamentary Cooperation Committee with the EP delegation wishing to travel to Andijan and to meet with prisoners and non-governmental organisations,

F.  whereas a group of 439 of Uzbek refugees fleeing after the 13 May 2005 uprising to the Kyrgyz border have been trasfered to a UN camp in Romania, whereas the situation of some of the refugees after the events in Andijan remains unclear,

G.  whereas the Uzbek President, Mr. Karimov, has been the leader of the country since its independence in 1989 and has prevented any real democratic development,

H.  whereas the development of civic society is a basic step to provide the country with a functioning democracy, stability and social cohesion which is essential to fight effectively against any risk of religious extremism,

I.  whereas Uzbek society is largely secular and the limited religious extremism is essentially fuelled by social injustice, stressing that the fight against religious extremism can only be conducted through legal means and not through oppression,

J.  whereas civil society in Uzbekistan, as well as in neighbouring countries, demands a more open society, where individual freedoms and human rights are fully respected and there is real progress towards democracy,

 

1.  condamne le refus de transparence et le repli sur soi du gouvernement d'Ouzbékistan et insiste sur l'importance qu'une commission d'enquête internationale puisse éclaircir immédiatement les circonstances des événements de mai 2005 dans la région d'Andijan et puisse assister librement aux procès en cours;

2.  exprime son regret de ce que la 6ème réunion de la commission de coopération parlementaire UE/Ouzbékistan qui devait se dérouler du 3 au 9 octobre 2005 en Ouzbékistan ait été "reportée" par les autorités ouzbeks;

3.  Souhaite maintenir le dialogue avec les autorités ouzbeks et espère qu'elles accepteront prochainement qu'une délégation de parlementaires se rende à Andijan, condition sine qua non, pour que la 6è réunion de la commission de coopération parlementaire ait lieu;

4.  insiste sur l'énorme importance que l'Union européenne attache au sort des réfugiés ouzbeks au Kirghizistan, en Ouzbékistan même où certains se cachent et dans des pays d'accueil comme la Roumanie;

5 demande que la liberté de la presse soit rétablie avec l'abandon des mesures judiciaires prises à l'encontre des médias nationaux et des ONGs qui souhaitent veiller à une pluralité de l'information; condamne toute entrave à la liberté d'expression des citoyens, comme par exemple l'interdiction de se rassembler en relevant les aberrations consistant à transformer des lieux de passage en jardins gardés, d'interdire les déplacements en motocyclette etc.;

6.  Urges the Government of Uzbekistan to release all human rights defenders, journalists and political opposition members who are still in detention and allow them to work freely and without fear of persecution and to put an end to the harassment of NGOs;

7.  relève que la sanglante répression qui a été unanimement condamnée risque de provoquer une plus grande ébullition en rapprochant les légitimes mécontentements populaires et les revendications opportunistes des islamistes;

8.  s'inquiète du soutien qui doit être apporté aux victimes et à leurs familles pour qu'elles soient répertoriées en s'assurant qu'aucune représaille ne sera possible et pour leur apporter une aide matérielle;

10.  demande que des mesures d'urgence soient prises en faveur des réfugiés, qu'une analyse soit faite de leurs problèmes afin qu'ils puissent, s'ils le désirent, repasser la frontière et rentrer chez eux;

11.  demande d'être attentif à la situation particulière de la nombreuse population paysanne et que des mesures soient prises en leur faveur;

12.  demande de maintenir le programme TACIS et de veiller scrupuleusement à la bonne destination des sommes allouées;

13.  soutient la position du Conseil (23 et 24 mai) demandant aux autorités ouzbeks de respecter leurs engagements internationaux en faveur du développement de la démocratie et de la défense des Droits de l'Homme;

14.  Welcomes and supports the decision taken at the General Affairs and External Relations Council meeting on 3 October 2005 to introduce an embargo on the export of arms and military equipment and other equipment that might be used for internal repression to Uzbekistan, to implement restrictions on admission to the EU of Uzbek individuals directly responsible of the Andijan events and to suspend sine die all scheduled technical meetings under the PCA and the Commission’s reorientation and reduction of its TACIS programme in order to support increased focus on the needs of the population, democracy, human rights as well as to foster links with Uzbek civil society;

15.  rappelle que le ferment des manifestations trouve ses racines dans une situation économique et sociale dégradée, dans la pauvreté et dans l'impuissance face à la corruption ainsi que dans une manifeste hostilité envers l'islamisme sous couvert de lutte contre le "terrorisme";

 

16.  exprime ses inquiétudes quant à la répression exercée par le gouvernement ouzbek à l'encontre de ses citoyens qui s'interrogent sur les événements d'Andijan le 12 et  13 mai 2005, et en particulier le traitement dans un hôpital psychiatrique imposé à Elena Urlaeva et la disparition de l'étudiant Marsel Isaev; demande aux autorités de cesser ces pratiques totalitaires qui rappellent des heures sombres que l'on croyait appartenir au passé;

17.  Instructs its President to forward this resolution to the Council and the Commission, the President, the Government and the Parliament of Uzbekistan, the OSCE and the Secretary General of the United Nations.
