European Parliament recommendation to the Council on developing a strategic concept on tackling organised crime

The European Parliament,

–  having regard to the communication from the Commission to the Council and the European Parliament on developing a strategic concept on tackling organised crime,

–  having regard to Rule 114(1) of its Rules of Procedure,

A.  whereas there is a need to develop a strategic concept on tackling organised crime at EU level with Union bodies such as Europol, Eurojust, CEPOL and the Police Chiefs,

B.  whereas various legislative and non-legislative initiatives contributing to the prevention of and fight against organised crime have been adopted at EU level since the creation of an area of freedom, security and justice,

1.  Addresses the following recommendations to the Council:

  • (a)that the relevant legal instruments regarding Europol and Eurojust be ratified and implemented to strengthen the fight against organised crime;
  • (b)that a comprehensive and coherent framework be established for law enforcement cooperation against organised crime;
  • (c)that legislation be approximated to complement the mutual recognition of judicial decisions in criminal matters;
  • (d)that support be provided for the development of multilateral approaches to combat organised crime;

2.  Instructs its President to forward this recommendation to the Council and, for information, to the Commission and the European Council.
