European Parliament resolution on the adoption of management measures for Mediterranean fishery resources

The European Parliament,

–  having regard to Commission proposal COM(2003) 0589,

–  having regard to the draft report by the Committee on Fisheries (A6-0112/2005), adopted on 9 June 2005,

–  having regard to Rule 108(5) of its Rules of Procedure,

A.  whereas the adoption of the report in question was the product of close collaboration with the European Commission, resulting in a compromise which was adopted by the European Parliament by a large majority,

B.  whereas the only management measures applicable to fishing in the Mediterranean date from 1994 and take no account of the new orientations of the common fisheries policy,

C.  whereas the absence of a regulation on fisheries management in this region of the EU has created, and continues to create, obvious discrimination among European fishermen,

D.  whereas the situation of certain stocks is, under these conditions, in a serious state of decline,

1.  Expresses its concern at the absence of a decision from the Council, which could be interpreted as a lack of interest in the Mediterranean Sea, which is, however, from the point of view of fishing activities, recognised as one of the most diverse and complex regions not only biologically, but also from the environmental, social and economic points of view;

2.  Expresses its concern at the absence of rules adapted to the general framework of the CFP, a situation which is incompatible with the objective of sustainable development;

3.  Is aware that a failure to adopt this regulation would entail non-compliance by the European Union with commitments entered into at international level and encouraged by itself, and calls on the Council in consequence to ensure that the management measures applicable to fish stocks in the Mediterranean are adopted without delay;

4.  Instructs its President to forward this resolution to the Council, the Commission and the governments and parliaments of the Member States.
