MOTION FOR A RESOLUTION

Motion for a European Parliament resolution on the twentieth anniversary of the Chernobyl disaster

The European Parliament,

–  having regard to Rule 113 of its Rules of Procedure,

A.  whereas 26 April 2006 will mark the twentieth anniversary of the Chernobyl disaster,

B.  whereas expressing solidarity with third countries in the face of disasters and emergency situations has formed part of the EU's external actions for many years,

C.  whereas the European Neighbourhood and Partnership Instrument provides for cooperation between partner countries and the Member States with the aim of developing a zone of shared stability, security and prosperity,

D.  whereas the Commission acknowledges that the new external aid instruments are not linked to specific projects and does not rule out the possibility of adopting new projects in support of Chernobyl if an agreement is reached on the matter with countries in receipt of aid,

1.  Calls on the Commission to address the current health and social problems of victims of radiation and emergency service personnel who were involved in tackling the accident;

2.  Proposes considering the possibility of setting up an assistance fund to deal with the social and health problems of victims;

3.  Calls on the governments of the Member States and partner countries neighbouring Ukraine to increase the funds set aside for reducing the consequences of the disaster.
