Motion for a European Parliament resolution on a ban on the sale and distribution in Europe of the video game ‘Rule of Rose’ and the creation of a European Observatory on childhood and minors

The European Parliament,

–  having regard to Rule 113 of its Rules of Procedure,

A.  whereas nowadays in Europe a lot of violent video games for children are on sale, and a new video game called ‘Rule of Rose’, which features children and perverse, violent and sadistic images that are harmful to human dignity, was recently released in Europe,

B.  whereas the aim of the video game is to bury alive a girl who has undergone psychosexual and physical violence bordering on perversion and sadism,

C.  whereas this video game is only the latest of a series that has become increasingly popular with the younger generation and whose only end is the instigation of violence, bullying and abuse of the weakest,

D.  whereas bullying is a phenomenon that is growing dramatically in Europe and in Italy and whereas there have been serious episodes of violence among minors including the harassment of a disabled boy (which the perpetrator filmed and posted on the Internet),

E.  whereas Community institutions have always protected and safeguarded the rights of minors,

1.  Calls on Member States to put in place all necessary measures to ban the sale of particularly violent and cruel video games;

2.  Calls for a European Observatory on childhood and minors to be set up to preventively monitor video game content and define a single code of conduct for the sale and distribution of children’s video games.
