The European Parliament,

– having regard to its previous resolutions on cultural diversity and the rights of national minorities,

– having regard to the United Nations and Council of Europe provisions on linguistic and minority rights,

– having regard to Rule 113 of its Rules of Procedure,

A. whereas diversity and tolerance constitute a fundamental EU value and whereas 2008 has been declared the Year of Intercultural Dialogue,

B. whereas the international standards on protection of national minorities are not yet guaranteed in all the Council of Europe’s member states,

C. having regard to the example of denial of the linguistic rights of the Romanian minorities in several Council of Europe member states, which constitutes a threat to the preservation of the Romanian language,

1. Deplores the fact that the rights of national minorities, particularly their linguistic rights, are not fully guaranteed throughout Europe;

2. Calls upon its relevant committees, the Council and the Commission to examine thoroughly the situation of Romanian communities and respect for their linguistic rights in Europe and to take firm action to promote tolerance and multilingualism;

3. Calls upon the Council and the Commission to promote the protection of the Romanian language within the EU’s internal and external policies.

4. Instructs its President to forward this resolution to the Council, the Commission and Parliament’s relevant committees.
