European Parliament resolution on Iran

The European Parliament,

- having regard to Rule 115(5) of its Rules of Procedure,

A.  whereas this summer there has been an unprecedented increase in the number of executions in Iran and since July the Iranian state media have reported at least 90 executions, of which at least twenty-one were hanged in public and 60 in prisons nationwide, including 12 hanged simultaneously in the Evin prison in Tehran,

B.  whereas some 600 victims are on death row in Gohardasht Prison west of Tehran, and the Government even admitted some cases of stoning, after years of claiming that this barbaric punishment was no longer in force,

C.  whereas thousands of people are arrested every day and students, young people and supporters of the Iranian opposition, PMOI, are being tortured in prisons across Iran and in Ward 209 of Tehran’s Evin Prison,

D.  whereas during Ahmadinejad’s two-year tenure at least 60 prisoners have been executed on political charges,

E.  whereas a large number of people have been shot dead by the regime’s suppressive forces in protests throughout Iran, i.e. over 200 individuals have been victims of indiscriminate killings in the streets by government agents,

F.  whereas those accused of sexual charges are persecuted; expresses in this regard its great concern over the possible extradition of Ms Pegah Emmambakhsh, an asylum seeker in UK, charged of being a lesbian, to Iran,

G.  whereas inhuman punishments in public are increasing, such as that of Mr Saeed Ghanbari, a 25 year old man who was flogged 80 times in public in city of Qazvin, west of Tehran,

1.  Condemns the threats made by Tehran’s Prosecutor, Said Mortazavi on August 19, against families of detained for publicizing their loved ones’ cases, warning them not to talk about their children’s condition in the prison since it would have serious consequences for them;

2.  Condemns mounting pressures on political prisoners and in particular those in ward 209 of the Evin prison, such as Mr Saeed Masouri who has been under tremendous physical and psychological torturing by the State Security Forces( SSF);

3.  Regrets that with Ahmadinejad´s government the situation has gradually worsened making it impossible to dialogue constructively as before;

4.  Calls on the international community to table a resolution at the current session of the United Nations General Assembly explicitly and decisively condemning the violation of the Iranian people’s fundamental human rights by the mullahs’ regime, and to adopt urgent measures to halt the recent wave of executions in Iran;

5.  Supports the recent appeal by Iranian opposition leader, Mrs. Maryam Rajavi, "to the international conscience to condemn the new wave of public executions which has gained unprecedented magnitude in recent weeks in Iran";

6.  Urges the international community and in particular the EU countries to make their political and economic relations with the regime contingent upon the improvement of the human rights situation in Iran;

7. Calls on the United Nations and the UN Human Rights Council to resume the monitoring of the human rights situation in Iran and re-appoint a Special Rapporteur for this purpose;

8. Instructs its President to forward this resolution to the Council, the Commission, the Governments and Parliament of Member States and the Government of Iran.
