Motion for a European Parliament resolution on the need for the Lisbon Reform Treaty to be ratified by means of a referendum

The European Parliament,

–  having regard to the Treaty establishing a Constitution for Europe,

–  having regard to the Lisbon Reform Treaty,

–  having regard to Rule 113 of its Rules of Procedure,

A.  having regard to the outcome of the Intergovernmental Conference, whose task was to draw up the Lisbon Reform Treaty that is to replace the EU Treaty and the Treaty establishing the European Community,

B.  having regard to the conclusions reached at the meeting of Heads of State or Government which was held under the Portuguese Council Presidency in Lisbon on 18 and 19 October 2007 and which has resulted in fundamental changes to those treaties,

C.  whereas the draft Treaty establishing the European Constitution was rejected in referendums held in France and the Netherlands in 2005,

D.  whereas the Lisbon Reform Treaty will influence the lives of EU citizens,

1.  Considers that communication with citizens is essential in matters of a fundamental nature and that such matters must be settled by direct democratic means;

2.  Calls upon the Member States to ratify the Lisbon Reform Treaty by holding referendums.
