MOTION FOR A RESOLUTION on universal primary education

Motion for a European Parliament resolution on universal primary education

The European Parliament,

–   having regard to Rule 120 of its Rules of Procedure,

A. whereas 5 October is World Teachers' Day;

B.  whereas at world level 57 million children of primary school age have dropped out of school and 250 million children have not learnt to read and write;

C. whereas goal number two of the Millennium Development Goals (MDGs) is to achieve universal primary education by 2015;

D. whereas a quality education offers hope and the promise of a better life and is crucial for lasting peace and sustainable development;

E.  whereas a quality education is provided by well-trained, properly paid, supported and motivated teachers;

F.  whereas, at world level, 5.24 million teachers need to be recruited in order to achieve the MDG for primary education;

1.  Calls on the Commission and Member States to take action at international level to ensure that every child goes to school and receives a quality education;

2.  Calls on the Commission and Member States to take urgent measures to combat school dropout in the EU;

3.  Calls on the Commission and Member States to work to improve the status of teachers at national and international level and guarantee that teachers receive decent pay and benefit from the specific conditions necessary for continued professional training and career development.
