MOTION FOR A RESOLUTION on the problem of the sale of alcohol to minors

Motion for a European Parliament resolution on the problem of the sale of alcohol to minors

The European Parliament,

–  having regard to Rule 133 of its Rules of Procedure,

A.  whereas the sale of alcoholic beverages to minors is an issue causing great concern;

B.  whereas data compiled by ISTAT (Italy’s national office of statistics) show that in Europe alcohol consumption among the 14-17 age group is rising steadily;

C.  whereas the World Health Organisation (WHO) recommends total abstention from alcoholic beverages for persons below the age of 16, as scientific findings have shown that those who start drinking before the age of 16 have a potentially higher risk of developing alcohol dependence;

D.  whereas alcohol consumption has serious health and psycho-social implications, since excessive intake can make people more violent and aggressive;

E.  whereas each Member State sets its own rules governing the sale of alcohol to young people;

1.  Calls on the Commission to adopt an EU alcohol strategy in order to help Member States to protect minors.
