French President Jacques Chirac recalled at the World Summit in Johannesburg on 2 September 2002 the idea of 'a solidarity levy on wealth generated by globalisation' which he had put forward at the Monterrey Conference, and which 'would be used to finance development and to control the damages of globalisation'.
Has the Council been consulting with the French authorities regarding a concrete proposal for action?
Does the Council intend to examine and evaluate how such a levy could be implemented and what amount of money it could raise?
Does the Council intend to coordinate the position of the Member States so that they could promote such a proposal together at a future meeting of the International Monetary Fund?
Following the opening on 9 September of the first global foreign exchange settlement bank, the Continuous Linked Settlement (CLS), will the Council study how this new bank could facilitate such a levy?
