14.11.2003

ORAL QUESTION WITH DEBATE O-0075/03
pursuant to Rule 42 of the Rules of Procedure
by Jan Wiersma, on behalf of the PSE Group, Jillian Evans, Nelly Maes, Patricia McKenna, Elisabeth Schroedter, Caroline Lucas, Jean Lambert and Marie Isler Béguin, on behalf of the Verts/ALE Group, Johan Van Hecke, on behalf of the ELDR Group, Pernille Frahm, Luisa Morgantini, Pedro Marset Campos, Salvador Jové Peres, Emmanouil Bakopoulos, Erik Meijer, Lucio Manisco, Hans Modrow, Luigi Vinci, Gérard Caudron, María Bergaz Conesa and Freddy Blak, on behalf of the GUE/NGL Group, Ulla Sandbæk
to the Commission

In the perspective of the reputation and the determination of the EU to play a front-runner's role to promote and obtain nuclear weapon disarmament, what steps is the Commission taking to make the third NPT Prepcom in New York (26 April - 7 May 2004) a success?

What role does the Commission have in the formulation and implementation of the 'Basic Principles (and) Action Plan ... for an EU Strategy against proliferation of WMD', as discussed at the 16 June GAERC and adopted in Thessaloniki in June? Has CONOP prioritised the NPT Prepcom in its workplan? What role has the Commission on this issue in the CONOP and CODUN?

Will the Commission make a statement on its work within the Common Strategy (CS) for Russia and a Joint Action (JA) establishing an EU Programme for Non-Proliferation and Disarmament in the Russian Federation?

Will the Commission make a statement on the outcome of the Conference hosted under its Non-Proliferation and disarmament Co-operative Initiative on 20 and 21 November 2003 in Strasbourg under the framework of the G8 Global Partnership Against the Proliferation of Weapons and Materials of Mass Destruction?

What are the Commission's priorities under the Irish Presidency on WMD non-proliferation and disarmament and specifically on its Non-Proliferation and Disarmament Cooperative Initiative? Which projects will be envisaged and how will the money be spent?'

Will the Commission prepare a statement of progress by the EU to follow up the report on the NPT Treaty as adopted by Parliament on 5 April 1995[1] and all resolutions on nuclear disarmament which Parliament has adopted since that time on a regular basis?

In what way will the Commission take up the international Mayors' campaign - initiated by the Mayors of Hiroshima and Nagasaki - on nuclear disarmament?
