Adoption of acts within the Council from 1 November 2004

1 ) WEIGHTING OF VOTES IN COUNCIL (Title IV, Article 24)
Qualified Majority
'When the European Council or the Council of Ministers takes decisions by qualified majority, such amajority shall consist ofthe majority of Members States, representing at least three fifths of the population of the Union.'
N.B.: 3/5 of the EU population = 60%.
Composition of the European Parliament (Title IV, Article 19)
'The European parliamentshall be elected by direct universal suffrage of European citizens in free and secret ballot for a term of five years. Its members shall not exceed seven hundred and thirty-six in number. Representation of European citizens shall be degressively proportional, with a minimum threshold of four members per Member State.'
2 ) EUROPEAN PARLIAMENT OPINION ON THE IGC
On 24 September 2003 the EP adopted the report by Mr José María Gil-Robles Gil-Delgado (EPP-ED, ES) and Mr Dimitris Tsatsos (PES, GR) by 335 votes to 106, with 53 abstentions.
On the issues of the weighting of votes in Council and the number of seats within the EP, Parliament decided by 387 votes to 46, with 29 abstentions that it:
'Welcomes the disappearance of the link between the weighting of votes in the Council and the distribution of seats in Parliament, as established in the Protocol on the enlargement of the European Union annexed to the Treaty of Nice; supports the systemset out in the draft Constitution as regards the future composition of Parliamentand suggests that this be implemented without delay, because it is a core element of the global balance between the Member States within the different institutions.'

FORMATION OF POLITICAL GROUPS

1 political group = at least16 MEPselected in at least5 Member States

2. A political group shall comprise Members elected in at least one-fifth of the Member States. The minimum number of Membersrequired to form a political group shall be sixteen.

CALENDAR
(unless events dictate otherwise) 12-13 December 2002: conclusion of negotiations at the Copenhagen European Council meeting.
March-September 2003: ratification procedures: by referendum in the accession countries (except Cyprus) and under the applicable procedure in the Member States.
19 March 2003: vote in the Committee on Foreign Affairs on the 10 recommendations (one vote per country) giving assent to the applications for membership.
9 April 2003 (7-10): same vote in plenary.
16 April 2003: signing of accession treaties at European Council meeting in Athens.
5 May 2003: arrival of 162 Observers from the accession countries. This figure is made up of those provided for in the Nice Treaty (151) + the allocation for BG/RO (11).
11 June 2003: Convention completes its work for the Thessaloniki European Council meeting.

3-6 May 2004: last EP plenary session before elections; Observers become full Members; EP might hold an informal vote on investiture of the Commission.(procedure to be determined).
