The sitting opened at 15.00.


2. Tribute

On behalf of Parliament, the President paid tribute to the memory of Antoni Gutiérrez Díaz – a Member of the European Parliament between 1987 and 1999 and Vice-President between 1992 and 1994 – who had died on 6 October 2006.

Parliament observed a minute's silence.


3. Statement by the President

The President made a statement on the murder of the Russian journalist Anna Politkovskaya in Moscow on 7 October 2006. He pointed out that he had called on the Russian authorities to do everything within their power to find out who was responsible for the murder. He added that he had passed on Parliament's condolences to Mrs Politkovskaya's family and friends. Finally, the President pointed out that 63 journalists had been killed across the world since the beginning of the year and that 120 journalists were in prison.

Parliament observed a minute's silence.

8. Texts of agreements forwarded by the Council

The Council had forwarded certified true copies of the following:

- Cooperation agreement on a Civil Global Navigation Satellite System (GNSS) between the European Community and its Member States, of the one part, and the Republic of Korea, of the other part

- Agreement between the European Community and the Republic of Maldives on certain aspects of air services


9. Membership of Parliament

Cecilia Malmström had given notice of her appointment as Minister for European Affairs in the Swedish Government, with effect from 06.10.2006.

Since, pursuant to Article 7(1) of the Act concerning the election of representatives of the European Parliament by direct universal suffrage, this office was incompatible with that of Member of the European Parliament, Parliament established under Rule 4(4) of its Rules of Procedure that the vacancy would take effect from 06.10.2006 and informed the Member State concerned thereof.

The Estonian authorities had given notice of the appointment of Katrin Saks to replace Toomas Hendrik Ilves as Member of Parliament with effect from 09.10.2006.

Parliament noted the appointment under Rule 4(1).

The President reminded the House of the provisions of Rule 3(5).

Observers

On 10.10.2006, Monica Octavia Muscă had tendered her resignation as an Observer at the European Parliament appointed by the Romanian Chamber of Deputies.

In accordance with the rules laid down by the Bureau, Parliament would inform the Romanian authorities thereof.


10. Membership of committees and delegations

At the request of the GUE/NGL Group and the non-attached Members, Parliament ratified the following appointments:

Temporary Committee on the alleged use of European countries by the CIA for the transport and illegal detention of prisoners: Luca Romagnoli to replace Gianni De Michelis


11. Agenda

The order of business had been established (Minutes of 25.09.2006, Item 11) and a corrigendum to the agenda had been distributed (PE 378.364/OJ/COR).

The following spoke: Hannes Swoboda, on behalf of the PSE Group, who expressed his disappointment at the fact that the Council could not be present for long, which had meant the postponement of several items on the agenda. He then called for the Council to be asked to step up its attendance in the House.

Proposed changes to the agenda:

- request from the Verts/ALE Group to:

1. change the title of Item 48 on the agenda to: 'Council and Commission statements on the informal summit in Lahti and EU-Russia relations following the murder of journalist Anna Politkovskaya'

2. wind up the debate with motions for resolution

The following spoke: Hannes Swoboda, on behalf of the PSE Group, who asked that the House be able to vote on the two parts of the request separately.

Parliament agreed to the first part of the request.

The following spoke: Daniel Cohn-Bendit, on behalf of the Verts/ALE Group, Reinhard Rack, Hans-Gert Poettering, on behalf of the PPE-DE Group, who proposed that the vote on the motions for resolution be taken during the following part-session, Tunne Kelam and Jacek Emil Saryusz-Wolski, who requested that the House vote on the second part of the request (the President replied that he had not noticed any objections from the House to Hans-Gert Poettering's request).
