1. Resumption of the session

The sitting opened at 17.00.


2. Statements by the President

The President paid tribute to the numerous victims of flooding in Europe and expressed his solidarity with the tens of thousands of people who had been evacuated. He thanked all the volunteers who had worked to help out. The situation was still very serious and aid needed to be provided speedily. The President also stressed the importance of prevention.

The President spoke of the celebrations that would be held on 1 July 2013, the date on which Croatia would join the European Union and become the 28th Member State. He invited the Members to join him and Josip Leko, the Speaker of the Croatian Parliament, at the ceremony of welcome on the first day of the July part-session.

At the President's invitation, Daniel Cohn-Bendit apologised to Herbert Reul for what he had said about him at the sitting of 23 May 2013.


3. Approval of the minutes of the previous sitting

The minutes of the previous sitting were approved.

Sonia Alfano paid tribute to Giuseppe la Rosa, a captain in the Italian army who had been killed in Afghanistan, for protecting his comrades.


4. Composition of Parliament

The Bulgarian authorities had announced the appointment of Kristian Vigenin as Foreign Minister with effect from 29 May 2013 and the election of Marusya Ivanova Lyubcheva to replace him with effect from 7 June 2013.

Under Rule 7(1) of the Act of 20 September 1976 concerning the election of the members of the European Parliament by direct universal suffrage and Rule 4(1) and (4), Parliament noted that Kristian Vigenin's seat was vacant with effect from 29 May 2013 and that Marusya Ivanova Lyubcheva had been elected a Member of the European Parliament with effect from 7 June 2013.

Under Rule 3(2), until such time as her credentials had been verified or a ruling had been given on any dispute, and provided that she had previously made a written declaration stating that she did not hold any office incompatible with that of Member of the European Parliament, Marusya Ivanova Lyubcheva would take her seat in Parliament and on its bodies and would enjoy all the rights attaching thereto.


5. Verification of credentials

On the JURI Committee's proposal, Parliament decided to confirm the mandates of:

- Susy De Martini, Fabrizio Bertot and Franco Bonanini, with effect from 12 April 2013;

- Claudette Abela Baldacchino, Marlene Mizzi and Roberta Metsola, with effect from 25 April 2013;

- Franco Frigo, with effect from 7 May 2013.


6. Composition of political groups

Mario Borghezio had joined the non-attached Members with effect from 3 June 2013.


7. Composition of committees and delegations

At the request of the PPE Group, Parliament ratified the following appointment:

8. The European Parliament's calendar of part-sessions - 2014

At its meeting of Thursday 6 June 2013, the Conference of Presidents had adopted the draft calendar of part-sessions for the parliamentary year 2014:
