ORAL QUESTION for Question Time at the part-session in September 2000 pursuant to Rule 43 of the Rules of Procedure by Neena Gill to the Commission

 Subject: Social Exclusion

The Commission has proposed cuts in the Preliminary Draft Budget 2001 to the budget line B3-4105 – for preparatory measures combating and preventing social exclusion. The cuts constitute more than 5 million Euros, or 1/3 of the budget line.

The Commission is proposing to cut this line in the same year that it is required to implement a new Community initiative under the same budget line.

This development seems to undermine the commitments made at the Lisbon Council earlier this year that action would be taken to tackle social exclusion. It also appears to be against the spirit of the Amsterdam Treaty, which has given the EU, for the first time, the ability to tackle social exclusion.

Does the Commission feel that the resources which it has proposed in the Preliminary Draft Budget (and subsequently retained in the Draft Budget) for tackling social exclusion are sufficient to meet the EU’s recent commitments in this field?
