Agreement between Germany and Russia on the construction of a gas pipeline under the Baltic Sea

In early September 2005 Germany, an EU Member State, signed a bilateral agreement with Russia on the construction of a gas pipeline under the Baltic Sea. The construction of the gas pipeline, which will pass close to the territory of four EU Member States which have Baltic coastlines (Poland, Lithuania, Latvia and Estonia), will undermine the energy supply interests and environmental security of those Member States.

 

Does the Council take the view that an EU Member State (Germany) may conclude an agreement with a third State (Russia) on the construction of a gas pipeline under the Baltic Sea if that project directly affects and undermines interests of fundamental importance to other EU Member States?
