Council's response to the Annual Report of the European Court of Auditors on the implementation of the 2007 budget

ORAL QUESTION H-0946/08
for Question Time at the part-session in December 2008
pursuant to Rule 109 of the Rules of Procedure
by Jean-Pierre Audy
to the Council

In its Annual Report on the implementation of the 2007 budget the European Court of Auditors draws attention to a large number of errors stemming from the shared management of measures with the Member States in the following policy areas: agriculture, cohesion, research, energy, transport, external aid, development, enlargement, education and citizenship. Could the Council, as the budgetary and political authority required to deliver an opinion as part of the discharge procedure, give its views on the persistence of a significant error rate in connection with shared management in the areas referred to above and on the failure by many Member States to issue national declarations? Could the Council also give its views on the relationship which the European Court of Auditors identifies between the complexity of regulations and the number of errors detected and on the advisability of further simplifying European regulations, whose application is often made more difficult by additional national rules?
