on the proposal for a directive of the European Parliament and of the Council amending Council Directive 64/432/EEC as regards computer databases which are part of the surveillance networks in the Member States

The European Parliament,
– having regard to the Commission proposal to Parliament and the Council (COM(2011)0524),
– having regard to Article 294(2) and Article 43(2) of the Treaty on the Functioning of the European Union, pursuant to which the Commission submitted the proposal to Parliament (C7‑0229/2011),
– having regard to Article 294(3) of the Treaty on the Functioning of the European Union,
– having regard to the opinion of the European Economic and Social Committee of 7 December 2011[1]
– having regard to Rule 55 of its Rules of Procedure,
– having regard to the report of the Committee on the Environment, Public Health and Food Safety and the opinion of the Committee on Agriculture and Rural Development (A7-0201/2012),
1. Adopts its position at first reading hereinafter set out;
2. Calls on the Commission to refer the matter to Parliament again if it intends to amend its proposal substantially or replace it with another text;
3. Instructs its President to forward its position to the Council, the Commission and the national parliaments.

EXPLANATORY STATEMENT
Purpose of the proposal for a directive:
Under Regulation (EC) No 1760/2000 establishing a system for the identification and registration of bovine animals and regarding the labelling of beef and beef products and repealing Council Regulation (EC) No 820/97, and in accordance with Directive 64/432/EEC, Member States have set up ‘computerised databases’ containing information on bovine animals on their territory. As yet these databases do not take into account the emergence of technology for the electronic identification (EID) of bovine animals. Since the review of Regulation (EC) No 1760/2000 currently under way favours the gradual and harmonised development of this new technology, the principles governing the collection of such data should also be adapted to make them compatible with both methods for the identification of bovine animals. It is therefore necessary to amend Directive 64/432/EEC.
Rapporteur's position
The rapporteur supports the Commission’s proposed amendment to the provisions on databases. This revision, which follows on directly from the amendment of Regulation (EC) No 1760/2000, is necessary and appropriate.
However, over and above the Commission’s proposal, the rapporteur proposes to add ‘means of identification used’ to the information farmers are required to supply concerning their holdings. The aim of this amendment is to guarantee the availability of precise and up-to-date knowledge of the extent to which the two available means of identifying bovine animals are used.

SHORT JUSTIFICATION
The elements of the computer databases laid down in Directive 64/432/EEC do not include so far any reference to electronic means of identification. In light of the Commission's proposals to recognise EID as a means of bovine identification in Regulation (EC) No 1760/2000, it is necessary to amend Council Directive 64/432/EEC as regards computer databases which are part of the surveillance networks in the Member States.
The draftsperson considers that the Commission's proposals in this regard are sufficient. In the interests of simplification and the desire to minimise bureaucratic burden, the draftsperson does not wish to add any elements to the proposal.
AMENDMENT
The Committee on Agriculture and Rural Development calls on the Committee on the Environment, Public Health and Food Safety, as the committee responsible, to incorporate the following amendment in its report:
