Gender mainstreaming and financing programmes

In its communication on the EU's role in promoting human rights and democratisation in third countries (COM(2001) 252 of 8 May 2001), the Commission stated that it intended to apply gender mainstreaming in all thematic priorities pursued under the EIDHR programme. The European Parliament welcomed this. However, so far no data are available which make it possible to ascertain to what extent the Commission has succeeded in carrying out its stated intention.

 

1. Will the Commission therefore indicate, for the EIDHR in past years:

-  in which programmes or projects attention has been devoted to the gender aspect and what findings have resulted from them;

-  what specific gender-relevant indicators were used in those projects or programmes;

-  how many women have been reached, or have taken part in those programmes or projects, and what percentage of the total target group of those programmes or projects they represent;

-  what percentage of the relevant budget lines or other budget sections was spent on this?

 

2. Are similar data also available for other programmes aimed at third countries, such as PHARE, TACIS, CARDS, etc? If not, will the Commission organise those programmes in such a way that such data can be obtained regarding them?

 

3. Will the Commission not only give the answer to the above questions to the tabler of the question but also use its website to supply information about the extent to which gender mainstreaming has been achieved in this field?
