Surge in oil prices

What strong action that will have genuine benefits for all European citizens does the Council intend to take to counter the surge in oil prices which is stifling growth throughout Europe and which stems both from a very strong demand mainly (but not exclusively) from China, but also (and in particular) from unbridled speculation on the oil derivatives market?
