Could the Commission please clarify its guidance on exemptions from the obligation to provide a universal service under Directive 97/67/EC[1] (as amended by Directive 2002/39/EC[2])? Specifically, while many households that are exempted from the five days per week service often receive service on at least three days per week, would it be acceptable for a household to receive post on only one day per week? In other words, once a household is exempted from the universal service does the prohibition against discrimination in Article 5 of the directive no longer apply?
