Consumer protection for immovable property

Within the past year many European citizens living in Spain have had their property threatened with demolition as either the developers have built without proper planning permission or such permission has been issued illegally. In view of the increasing number of European citizens purchasing properties in other Member States, does the Commission think that some pan-European measure of consumer protection relating to immovable property should be introduced?
