Fines imposed some time after the alleged offences

I have been made aware that a company called European Municipality Outsourcing have issued a fine to a UK citizen eight months after claiming that he had committed a driving offence in Italy. As it is so long after the event, it is impossible to be sure of the facts and to prove what supposedly happened.

I would like to know whether European Municipality Outsourcing are a legitimate company and whether they have the right to impose this fine so long after they claim the offence took place?
