Emissions from constant speed engines and stationary engines

A successful part of the EU's efforts to improve air quality is the European legislation on emissions of particles and oxides of nitrogen from heavy vehicles. Directive 2004/26/EC[1] lays down similar emission standards for non-road mobile machinery. There are, however, opportunities to take further measures to improve the air we breathe.
Constant speed engines and stationary engines are, from a technical point of view, very similar to the engines in industrial machinery. The difference is that the emission standards for these engines are lower or non-existent compared with the standards for engines in industrial machinery or heavy vehicles. There are already ambitious emission standards for constant speed engines and stationary engines in the USA, for example.
What are the Commission's views on submitting legislation to guarantee that:
- 1.constant speed engines are subject to Stage IV standards in line with the requirements laid down for non-road mobile machinery in Directive 2004/26/EC, and
- 2.stationary engines, emissions from which are not currently regulated by EU legislation, are subject to Stage IV emission standards as laid down in Directive 2004/26/EC?
