UK guarantees to bank depositors

Is the Commission satisfied that the guarantees offered by the UK Government to bank depositors were not anti-competitive in the sense that they induced a run on the funds of non-banking institutions, such as mutual societies, where depositors had made investments by way of acquiring shares for value in return for investing cash, and thereby placed such institutions at a competitive disadvantage?
