WRITTEN QUESTION E-2251/09
by Mathieu Grosch (PPE‑DE)
to the Commission
The website ‘http://www.idleurope.com’ advertises a way of obtaining an EU driving licence. The site operator targets two groups of people: those who have lost their licences as a result of violations of the law or for medical reasons, and those who cannot obtain a licence by proper means. Ways of obtaining a valid EU driving licence other than the standard methods are described in detail on the site.
The homepage is entitled ‘Driving Licence exchange agency’. The operator charges GBP 299, USD 549 or EUR 450 for providing a driving licence. When registering, you are required to accept the standard terms and conditions. These do not, however, appear anywhere on the website.
The website has no proper editorial information. The only contact details supplied consist of an email address (support@idleurope.com).
A domain query reveals that the website is registered to the following individual: IDL Europe, Julian Coles (sales@idleurope.com) Tel. +44.207439333, Fax: +44.207439333, 77 Beak Street, Soho London, London WIF 9DB, GB.
1. Is the Commission aware of what this website offers?
2. What measures will the Commission take against the offer which appears on the website and which is in violation of the laws in force?
