1. What is the Council's assessment of the consequences for Madagascar's political and social stability of the recent coup?

2. What efforts has the Council made to express its opinion to the new government in Madagascar regarding that government's legitimacy?

3. In the Council's view, what sanctions or other measures should be imposed on the government in order to express the Council's opinion of the extra-constitutional removal of President Marc Ravalomanana?

4. To what does the Council ascribe the chronic long-term political instability and lack of social progress in Madagascar?
