On 17 March 2010 in the LIBE Committee I heard Mr Campo Moreno, speaking on behalf of the Spanish Presidency, say that there must be minimum standards of offences and of penalties. I asked him what he meant and whether he was proposing that there should be the same definition for all offences in all European Union countries. He did not reply specifically to this question so I would like the Council to explain whether or not this was the meaning of Mr Campo Moreno’s words and whether or not he was speaking accurately on behalf of the Spanish Presidency.
