With the Treaty of Lisbon expanding the EU’s institutional horizons, not least with the introduction of the European External Action Service, which plans to comprise between 4 000 and 8 000 officials, the debate on the training of European managerial staff is still on‑going. It could be very useful, in order to lend more substance to this diplomatic corps, to organise solid training in European topics.
Several leading universities, following the lead set, in France, by the Institut d’Études Politiques and the École Nationale d’Administration, have already developed European training cycles, which are followed by a fair proportion of European students and are giving remarkable results on the employment market.
What is the position of the Council and the Belgian Presidency on creating a genuine school of European diplomacy?
