On 6 October 2010, I submitted a question on the signature of contracts on the allocation of funds under the Regional Operational Programme for Central Bohemia in the Czech Republic, and obtained a reply from the Commission on 3 December 2010. In his answer on behalf of the Commission, Mr Hahn wrote that ‘the respective contracts have been signed’. I should like to point out that that is not true. The chairman of the Regional Council and President of the Central Bohemia Region, David Rath, is continuing to hold up the signature of such contracts. I am thinking in particular of the case of the funding approved for the founder of Nemocnice Slaný (Slaný Hospital), which is the town of Slaný. Mr Rath has refused to sign the duly approved contract for Slaný for more than a year. This is an act of political revenge and probably also of political corruption. I should therefore like to ask several further questions:
- 1.Can the chairman of the Central Bohemia Regional Cohesion Council refuse to sign properly negotiated and duly approved projects under the Regional Operational Programme for Central Bohemia? YES OR NO?
- 2.Is it admissible for the execution of the duly approved modernisation project for Slaný Hospital, for which Slaný town council has had to take out a short-term loan because of Mr Rath's failure to act, to be delayed in this way?
- 3.Who will reimburse Slaný town council the interest needlessly paid on the loan which it had to take out as a result of Mr Rath's failure to act?
