In its 2012 Strategic Framework on Human Rights and Democracy, the EU stated that it would ‘continue to support IHL dissemination to all warring parties, including armed non-State actors’[1].
In addition, the EU Guidelines on Human Rights and International Humanitarian Law highlight the EU’s objective ‘to influence third countries and non-state actors to implement international and regional human rights norms, standards and instruments, as well as international humanitarian law’[2].
How is the EU working to engage and monitor non-state armed groups on their compliance with international humanitarian law, in line with its Strategic Framework?
