Various articles have appeared in the national and international press reporting that Hamas has misappropriated EU grants for use in building tunnels. However, they did not adduce any evidence for these claims.

Is there any conclusive evidence that Hamas has used EU grants to expand the tunnel system which is used to smuggle goods and arms?
