In its answer to Question E‐005938/2014 which I asked, the Commission offloads all responsibility for implementing specific aid to assist farms in adapting to the new quota-less system to Member States ‘under the Rural Development Programmes and within the system of Direct Payments’.

I subsequently asked the Commission if it knew whether Member States, and more specifically Spain, had set up specific mechanisms to help farmers in their transition to the new system and, if so, what were these mechanisms and what was the Commission’s opinion of them?

In its answer E‐006476/2014, the Commission rambles on about rural development policy but sidesteps the questions asked specifically with regard to Spain. Can the Commission give a concrete answer to the questions I have asked?
