The British civil rights organisation Statewatch recently published a document according to which the Italian Presidency of the Council proposes to establish a centre for police and customs cooperation in Libya or Tunisia. According to Statewatch, a corresponding working paper was sent to the governments of all the EU Member States for inspection and review. The planned police and customs stations are intended to help coordinate the movement of persons and goods at the EU’s external border with North Africa more effectively and more efficiently. A centre for police and customs cooperation is to be created in Bulgaria and/or Greece at the EU’s external border with Turkey as well.
1. Does such a working paper from the Italian Presidency of the Council exist, and when was it sent to the governments of the Member States?
2. Have the Member States already given reactions to this working paper, and, if so, what were these reactions?
3. Is it envisaged in this working paper from the Presidency of the Council and/or would it make sense for representatives of the European border protection agency Frontex, the international criminal police agency Europol and other European or national security organisations to be integrated into the planned centres for police and customs cooperation?
