Funding and visibility of the Daphne programme

In 2014, the Daphne programme was incorporated into the Rights and Citizenship programme. Its budget has been reduced from EUR 18 504 000 in 2013 to EUR 12 460 000 in 2014, which corresponds to a decrease of approximately 30% in one year. On 10 November 2014, the Commission specifically stated before the Committee on Civil Liberties, Justice and Home Affairs that henceforth the themes covered by Daphne could also be found in the Justice programme, under the budget line ‘Access to Justice’. According to the Commission, the sum of these two budget lines would be comparable to the amount allocated to the previous Daphne programme.
For 2014, the budget line for ‘Access to Justice’ within the Justice programme amounts to EUR 14 190 000.
1. Out of this total amount, can the Commission indicate, in either absolute or relative figures, the amount that will be allocated to projects aimed specifically at protecting children and women who are victims of violence?
2. How will the Commission ensure adequate, sustainable and predictable funding for projects which fall within the scope of the Daphne programme?
3. Finally, how does the Commission intend to enhance the visibility of the Daphne programme, in particular for small NGOs with limited resources?
