Does the Commission have information on whether any Member States charge different rates for electricity and water usage by residents and non-residents?

Does the Commission have information on whether any Member States have systems in place whereby a tenant must first seek the landlord’s permission in order to be ‘allowed’ to register for residential rates for electricity and water usage?
