Discrimination of a diabetic school pupil in Cambre (A Coruña)

Question for written answer E-000745-15
to the Commission
Rule 130
Josu Juaristi Abaunz (GUE/NGL)

A pupil at the CEIP Portofaro infants and primary school in Cambre (A Coruña), who has been diagnosed with a complex and unusual type 1 diabetes mellitus, is having to cope with the refusal of the Galician regional government’s Department of Education to provide the school with the necessary medical and healthcare professionals to ensure his full integration under conditions of equality and to avoid risks to his health as has been indicated in medical reports. Like many other children in similar cases throughout Europe, he needs to be monitored for the performance of continuous controls.

Numerous European reports, associations for people with diabetes, and research such as the European Report on Education for Children and Adolescents with Diabetes in the EU (Sweet Project, 2010), provide a series of recommendations on the organisation of education and the complementarity of the necessary medical procedures, which include continuous care and control.

Is the Commission aware of this discrimination which is contrary to the recommendations included in European regulations for the treatment of chronic diseases?
