Traffic regulation for civilian and commercial flying drones

The use of civilian Remotely Piloted Aircraft Systems (RPAS) is continuously increasing in an expanding variety of sectors of human activity, such as agriculture, transportation and deliveries, logistics, medicine, emergency response, mapping, security, monitoring, and emergency communications relief. This is the case both in EU territory and in other leading markets.

Just as with road traffic and piloted aircraft traffic, this new form of air traffic will present both a great treasury of opportunities and considerable security challenges in the very near future. Regulations were imposed on road traffic only after the first deadly car accident occurred in London in 1896, but the EU is now in a position to act pre-emptively with regard to civilian RPAS and develop a regulatory framework that is consistent with the technological applications of these machines, rather than merely as a follow-up to accidents which have already happened.

Is the Commission planning to propose legislation to regulate the use and traffic of RPAS, before future accidents force us to regulate this technology post factum?
