 Subject:  Sexual and reproductive health and rights (SRHR) funding in development aid
 Answer(s) 

In annual reports on the EU’s development and external assistance policies and their implementation, the Commission provides an overview of commitments and disbursements per sector in line with the Organisation for Economic Cooperation and Development (OECD) Development Assistance Committee (DAC) sector codes. This includes population policies/programmes and reproductive health, but provides no further breakdown of the overall figures.

In many documents (most notably the 2006 joint statement by the Council and the representatives of the governments of the Member States meeting within the Council, the European Parliament and the Commission on European Union Development Policy, entitled ‘The European Consensus’) the Commission and other EU institutions have recognised and expressed their support for the International Conference on Population and Development (ICPD) programme of action, which outlines four sectors:
1. family planning services,
2. reproductive health services,
3. sexually transmitted diseases/HIV/AIDS,
4. basic research, data, and population and development policy analysis.

From the current reporting, it is impossible to know how much the EU institutions have contributed to the four sectors outlined in the ICPD programme of action.

Will the Commission provide Parliament with data (disbursements) per sector for each year covered by the previous multiannual financial framework (MFF) and for the 2014 budget?

Furthermore, will the Commission report on its support per ICPD sector in the current MFF?
