VP/HR — Annual report on foreign policy and the common foreign and security policy

On 24 February 2015, Parliament’s Committee on Foreign Affairs adopted a document dealing with the VP/HR’s annual report on the common foreign and security policy.

This document, known as the Brok report, ‘underlines the obligation undertaken by the Member States in ratifying the Treaty on European Union to support the Union’s external and security policy actively and unreservedly in a spirit of loyalty’.

In the same report, Parliament emphasises ‘the need for the EU and its Member States to speak with one voice vis-à-vis Russia’.

1. As High Representative, do you endorse these statements, which appear to sanction the forfeiture on the part of the Member States of sovereignty in the area of foreign affairs — one of the key defining characteristics of a State?

2. Do you approve of the fact that — under the guise of solidarity — the EU seems to be imposing a uniform approach to diplomatic relations, a clear breach of Article 5 of the Treaty on the European Union, which lays down the subsidiarity principle?
