VP/HR — Arrests of activists in the Democratic Republic of Congo

Question for written answer E-004770-15
to the Commission (Vice-President/High Representative)
Rule 130
Barbara Matera (PPE)

During a conference in Kinshasa on 15 March 2015, the DRC authorities arrested activists, journalists, technicians, a US diplomat and three French citizens. The four non-African citizens were released after many hours, while the other remain in prison awaiting trial.

The conference organisers were a Congolese movement which seeks to encourage political involvement by young people.

Just two days later, in Goma, another ten activists were arrested for protesting against what had happened in Kinshasa.

According to Freedom House, the DRC Government is responsible for the infringement of the democratic principles of the country’s constitution and of international law.

1. Is the High Representative aware of the ways in which the DRC authorities are suppressing freedom of expression? 2. Does she intend to promote dialogue with the DRC Government to try to persuade the executive of the need to safeguard civil and political rights?
