VP/HR — Situation in Yemen

Question for written answer E-006843-15
to the Commission (Vice-President/High Representative)
Rule 130
Hugues Bayet (S&D)

On 26 March 2015, Saudi Arabia, heading a coalition of Arab States, began bombarding Houthi rebels in Yemen. The bombardments are neither authorised by the UN Security Council nor justifiable under the principle of legitimate defence. They are therefore illegal under international law.

Moreover, civilians are among the victims of the Saudi attacks. Large numbers of people — including children — have been wounded. If the conflict continues, the humanitarian situation in Yemen could become critical. Already, 100 000 people have been forced to leave their homes. The conflict could also seriously worsen the problems that Yemen is already experiencing with malnutrition, which, it is estimated, afflicts 1.6 million people there.

1. What is the stance of the Vice-President of the Commission/ High Representative of the Union for Foreign Affairs and Security Policy on this clear breach of international law?

2. Is the Commission planning any measures to help the people of Yemen?
