Limestone quarry project in the municipality of El Bruc

Question for written answer E-008257-15
to the Commission
Rule 130
Ernest Urtasun (Verts/ALE)

The Catalan Regional Government has approved a project — application No BA2010 0177 — to build a limestone quarry approximately 31 ha in size in the municipality of El Bruc, and an asphalt plant in the extractive area. Both projects will be major eyesores and have serious environmental repercussions for the surrounding area: the biological corridor of Catalonia’s Pre Litoral range, connecting Montserrat to Roques Blanques, the Anoia valley and the Tarragona area. The location of these projects severely jeopardises the adjacent area, which is officially protected as a Space of Natural Interest (EIN), rendering it inviable. It is also designated a special protection area and a site of Community importance, forming part of the Natura 2000 network (code ES5110012).

Taking account of Council Directive 79/409/EEC on the conservation of wild birds and Council Directive 92/43/EEC on the conservation of natural habitats and of wild fauna and flora, can the Commission state:

Does it consider the aforementioned projects to breach Directives 79/409/EEC and 92/43/EEC?

Is it considering demanding an immediate halt to limestone quarrying, and to asphalt and concrete production until the projects have been reviewed and compliance with EC law has been ensured?

What measures will it be taking to prevent damage to this protected area?
