Biomass production

Question for written answer E-010024-15
to the Commission
Rule 130
Daniel Buda (PPE)

Romania has extremely significant resources in agriculture for the production of biomass but, due to the legislation in force, we are not able at present to produce significant quantities, and we only have around 100 MW of installed capacity so far. Also, instead of producing massive amounts of biomass, several draft laws are being worked on at present for the production of this renewable energy separately from other technologies in the field. Biomass offers solutions for environmental and cogeneration problems, and it also solves over 10 serious environmental problems and improves the lives of many people and companies. At present, there is EU support of EUR 132 million, there are separate funds under the National Rural Development Programme (PNDR), as well as external investors and external support, and all that is needed for the implementation of the project is the related legislation which is being delayed by the Government.

What is the Commission’s view with regard to these omissions on the part of the Government of Romania with regard to biomass investments, and how does the Commission see this new green energy technology?
