VP/HR — Statements by the United Nations special rapporteur and maintaining trade agreements with Israel

Question for written answer E-010240-15
to the Commission (Vice-President/High Representative)
Rule 130
Ángela Vallina (GUE/NGL)

On 19 June 2015, the United Nations special rapporteur on the situation of human rights in the Palestinian territories occupied since 1967 expressed ‘deep concern’ about the human rights situation of Palestinians[1] owing to the blockade of borders and ongoing violations of international conventions regarding the human rights of those living under occupation.

Even though the High Representative herself has previously denounced the new Israeli settlements in occupied territory[2] and the military‐led operation ‘Protective Edge’, in which 2300 people were killed and 11 000 injured and facilities belonging to the UNRWA (United Nations Relief and Works Agency for Palestine Refugees in the Near East) were attacked[3], the EU and Member States still maintain an active trade policy with Israel in which, unlike in the case of Russia, there are no sanctions for systematic violations of human rights and democracy, which are fundamental values enshrined in the Treaties.

Are there plans to remove Israel from the agreements linked to the European Neighbourhood Policy? What is the total amount exchanged each year between Israel and the EU and Member States?
