Creating quality jobs and Guideline no 7

One of the objectives of the European employment strategy is to create quality jobs. Yet the economic governance intended to achieve the creation of quality jobs, as enshrined in its employment guidelines, has not lived up to its promises. Quantitative increases in the number of jobs often occur at the expense of an increase in quality.

The policies pursued to date have not had the expected repercussions on the labour markets, as the majority of jobs created are now part-time or temporary. Moreover, there has been a rise in ‘zero hours’ contracts, spurious self-employment, unpaid internships and undeclared employment.

How does the Commission intend to achieve the objective of creating quality jobs when it has just deleted it from its employment guidelines proposal published on 2 March 2015?
