Is it true that the EEAS has launched a procurement procedure to acquire crockery and cutlery, and is it correct that between EUR 2.5 and 3 million is to be spent on this?

From which budget heading is this being paid for?

Can technical specifications be found for the procurement procedure? How much crockery and cutlery is to be purchased, and precisely what requirements must it comply with?
