Need for improvement of MLAT in the framework of the new security agenda

The implementation of the renewed European Union Internal Security Strategy for 2015-2020 is identified as a major priority for the Luxembourg presidency, including with regard to cybercrime.

It has been pointed out by experts, however, that a weak point in the EU’s new security agenda consists in the fact that cybercrime cannot be tackled effectively in the absence of Mutual Legal Assistance Treaty (MLAT) reform, given that current procedures for cross-border cooperation between police and prosecutors are greatly outpaced by the speed at which crimes are committed in cyberspace.

What steps does the Council envisage taking, in collaboration with the Commission, to address this fundamental weakness in the EU’s security strategy with regard to cybercrime?
