Construction by prisoners of the fence between Hungary and Serbia

On 15 September 2015, Hungry closed the final gap in the fence separating it from Serbia in the vicinity of the Hungarian town of Röszke. According to information from the various media bodies and NGOs on the spot, over 300 prisoners held in the nearby prison of Szeged helped built the fence.

Is the Commission aware of this fact?

If this should prove to be true, does the Commission believe this is compatible with EC law?
